Welcome to the Information Hub for the proposed Appeal Digital Park and proposed Regional Park.

The site is located West of the intersection at Rt. 2/4 and Cove Point Road, on land that is owned by Calvert County and designated in the Comprehensive Land Use plan as I-2 Heavy Industrial. The campus is proposed to include four 200,000+/- sqft data center buildings in a secluded setting, adjacent to the Appeal Landfill, Appeal Convenience Center and the Solomons Wastewater Treatment Plant. Developed by Natelli Holdings – an experienced third-generation, family-owned development company — the facility will house computing, networking, routing and storage systems necessary for today’s digital services and will contribute to the backbone of cloud computing, AI and other large-scale IT operations in the region.

Data centers are a critical part of our digital economy. Data centers also help improve public infrastructure components such as power grids and broadband networks, foster technological advancements that enhance our lives by providing the digital foundation for essential services like healthcare, agriculture, and finance.

Calvert County residents want to maintain rural character with limited growth while also providing strong and reliable services. This facility helps achieve that balance with minimal impact to those services while generating revenue.

Appeal Digital Park will support the state’s continued growth and position as a world-wide leader in technology and innovation. The project will bring new jobs in technology, significant non-residential tax revenues for the County and State, and will strengthen and diversify the technology ecosystem in Southern Maryland.

Proposal Overview

Natelli Holdings is requesting to purchase approximately 133 acres of County Property located at 10475, 10485, & 10495 Solomons Island Road. Also known as the former Dominion laydown site, Offsite Area A.

We acknowledge this is the site selected for the County’s Dominion Energy Regional Park (DERP) Master Plan.

In consideration of this request, Natelli Holdings will purchase property located in District 1 and will be required to design and construct the Regional Park with a secured $30,000,000 commitment.

  • The construction shall start no later than 12 months after closing on the County Property.
  • The Regional Park shall include, as practical, all components from the DERP Master Plan.

Environmental Responsibility

The Appeal Digital Park prioritizes environmental stewardship through advanced sustainability measures and strict regulatory compliance. 

Water Conservation - The facility will utilize treated wastewater from the Solomons Wastewater Treatment Plant for cooling operations, reducing demand on potable water supplies. Water usage varies by temperature - from zero on cold days to approximately 1 million gallons during peak summer conditions, with two-thirds recycled back to the treatment facility. With smart planning and on-site storage solutions, the anticipated daily average for water use is 0.4 MGPD.

Air Quality Protection - Backup generators will meet EPA Tier 4 standards, or equivalent, with modern pollution control technologies including particulate filters. These generators operate only during emergencies and monthly testing, maintaining emissions well below thresholds under the Clean Air Act.

Noise Mitigation - Comprehensive sound management includes strategic site design, equipment placement, berming, landscaping and sound attenuation systems to meet all local noise ordinances.

Energy Efficiency - The facility deploys cutting edge technologies and miniaturized systems that maximize computing power while optimizing energy consumption within a 300 MW capacity designed for peak efficiency.

Site Planning

Comprehensive site planning demonstrates how the Appeal Data Park will integrate with the surrounding community through an extensive design effort that takes into consideration the following elements:

Holistic Master-Planning - Comprehensive site and campus design integrating sound control, visual screening, water usage efficiency, lighting mitigation, and robust power availability analysis.

Protective Residential Buffers - Substantial setbacks from adjacent neighborhoods to minimize community impact. 

Enhanced Visual & Acoustical Barriers - Strategic berming, landscaping and deployment of sound attenuation and sound suppression systems to shield surrounding areas.

High-Standard Equipment Specification - Use of Tier 4- equivelant generators to reduce emissions and sound output.

Upfront Environmental & Acoustical Due Diligence - Sounds and vibration studies conducted early in planning to inform building orientation, facade design, and mechanical system placement.

Continuous Compliance Verification - Ongoing monitoring to ensure long-term adherence to regulatory thresholds and community expectations.
